Isaiah 65:25 NASB
The wolf and the lamb will graze together, and the lion will eat straw like the ox; and dust will be the serpent’s food. They will do no evil or harm in all My holy mountain,” says the Lord.
Dust may be the unrepentant man, one who does not rest on God's holy mountain. That dust becomes the bread of the serpent. The man who returns to the dust without the grace of Jesus becomes food for destruction.
One who seeks refuge on God's mountain will not participate in evil or harm.
