Leviticus 5:1 ESV
1 “If anyone sins in that he hears a public adjuration to testify, and though he is a witness, whether he has seen or come to know the matter, yet does not speak, he shall bear his iniquity;
Adjuration means speaking truly, as if under oath. If we are witness to the truth and hold back, we sin.
If one believes there are many truths, he does not know truth and there is no need for him to speak out.
