When Abram was ninety-nine years old the Lord appeared to Abram and said to him, “I am God Almighty; walk before me, and be blameless, that I may make my covenant between me and you, and may multiply you greatly.” Then Abram fell on his face...
Previously God had made a covenant with Abram concerning the land. This covenant did not require anything from Abram.
This second covenant would involve both parties. Instead of the land being the focal point, God would covenant "between me and you" to multiply his descendants. Both would have something to perform according to the agreement.
